Damned if I've read the thread completely, but to be fair, you don't even really need a DM screen. Hell, I use one but I don't even use the stuff on it - I end up clipping notes and maps to it anyways. But it's a bit of a moot point because:

I see what Chris is trying to do but Chris doesn't quite get the grasp of "balance." Not surprising, but probably this is one of the worst homebrew creations I've seen, not just because it's Chris. The +10 bonus is just awful - I think that alone would break the assumptions of bounded accuracy...

I'd have a look but Chris has changed a lot since I was active with him. I think today, I wouldn't bother. Nothing you could do to screw with Chris is funnier than just him being himself.
