The tablet Phil's getting could have been something. It could have entertained children and opened new worlds to them through the power of learning. It might have been used to save lives in a hospital by providing a doctor with up-to-date information of a patient whose life is in danger. It very well could have helped somebody down on their luck search for and find a job!

I wonder if this means Phil found someone new to leech off of, who gave him an old tablet that they don't use anymore. I kinda hope so, because we should be able to get some good lulz from the ensuing drama when this person realizing how fucked up Phil is.
Either that or Phil spent his own money on the tablet. Y'know, as frivolous a purchase as this is, it's actually an improvement for Philthy. I mean, he can be far more productive with a tablet than he can with more tattoos, bondage gear or cheap weapons.
