Is Phil celebrating his own policemen getting killed? And he's using this to show that his city is better than CWCville? What the hell?

To be honest that wouldn't shock me if we ended up in a situation like that, mostly because he knows how sad we think it is in his imagination in the best possible reality that can exist for him he's only a mid level functionary, with limited power over a few very specific functions of government and no power to change anything.
The thing is this is Phils wildest dreams, and he's only mildly successful it's a bit telling about how far his abilities allow him to dream, even within a defined framework he's not really able to achive the best possible position he's already out of ideas at a very mid level position that's beyond him in real life, he's the mailroom boy who thinks he runs the whole fucking company, the security guard at the front gate who takes his job way to seriously etc always yearning for a promotion but never able to achive it.
What a revolting development this is....

Eh, I know it wasn't intentional but one of my favourite things about Sonichu were the subtle implications CWCville was some kind of dystopian rogue micro state operating in the former USA, seen through the eyes of unreliable narrators, which appeared more fucked up the more you scratched away at the background and as Chris was forced to fill in details when pestered by fans. The fake elections, crumbling soda and soup kitchen based economy, Magi-Chan and friends acting as a secret police and crushing dissent etc.
Spud McBigBalls on the other hand has to autistically list inane facts about his country through the medium of facebook updates. Sorry Phil, but Christine will always be a more creative and curvaceously feminine person than you. CWCville > Australatina.

You know the books an BBC TV series "Revolting People / Histories" they where ment to focus on major historical peoples who lead revolts, when I was a kid my folks got me the box set of them from (1st edition) and it was all about famous revolutionaries in any subject in history not just successful ones, it was only a few years later that they turned it into Horrible Histories and it turned into a more warts an all history book for kids and rugby players.
Even though they try to be accurate to GCSE standards they also have a lot of holes and it wouldn't surprise me if Phil has been influenced by them by people with a general intrest in history and politics that use that kinda thing as the base of there understanding.
Oh no it get's better than that, in world building Chris accepts his own limits even subconsciously an builds a detailed world around what he knows, Phil on the other hand likes numbers and quick easy to digest factoids, he'll quite happily make up numbers that look cool but he wont understand how or why those numbers are generated, he'll just look up other golden numbers from countries he likes and copy them without really giving a fuck about the demographics or production that results in anything.
Chris is fuzzy on the numbers, but hard but get's across what he wants as a Ideal in world building given his scope, even if those ideas are illogical an unworkable.
Phil is hard on Numbers but fuzzy in detail, he's able to conceptualise a world larger than he lives in but it's all prity much a idealised clone of what he already thinks he understands even if that understanding is wildly inaccurate.
No one is saying it (and surely not dear leader's propagandists), but they are rioting over the obvious acts of war done yesterday to the US and Canada. They would have used signs to announce this, but the buracracy surrounding sign making is very heavy-handed.

Notice the subtle implication Phil may be making that only white people are wealthy -- and all non-white people are poor.
Sources inside the rogue state point towards its corpulent puppeteer leader as the true reason for the riots.
Whilst the average family must make do on less than a $ a day the great leader feasts on imported german wine and chocolates and fair trade baked goods all of which are illegal under current UN embargos.
It seems this nations citizens will no longer be distracted with the false puppet spokesmen like Jennifer Lopez who lacked any true power or scapegoating of its once vibrant jewish population, the winds of change are blowing and the heroic electric hedgehog of CWCville, its samurai pizzabots and power rangers are standing by to aid in the spread of true democracy.
