It's not compassion. Much like Chris, Phil believes that if he says the right words in the right order people will be obligated to either believe what he's saying, no questions asked, or do what he says. In this case he knows that by parroting sympathy he can push his undeucated claims that it's all whitey's fault and that poor, oppressed pee-oh-sees are being hurt by big, bad, islamophobic, homophobic America.

Phil is an asshole. He doesn't see this as the tragedy, he see this as a stand to spew his hateful rhetoric from.
