Here's what they should have done: tell Chris that the reason the merge hasn't happened yet it because he doesn't believe in it enough. The fact that he still has his tugboat shows that he hasn't fully put his trust in the merge, because if he really believed in it then he wouldn't need the tugboat at all because he'll get all of Cwcville's coffers once the merge is complete. Having the tugboat money still coming in shows he's not 100% committed to it. The only way he can get the merge to happen is if he puts his full trust in the merge and cancels his tugboat.
