My knowledge of Bay Area geography is far from complete, but it seems to me like the place Cisabel was rousted from sleeping wasn't any of the places Jordan mentioned? So it was probably just what the cop said, that someone in the neighborhood was sick of napping hoboes and dropped a dime.
So basically phil is blaming Jordan for reporting him sleeping in an area he knew nothing about.
