I'm sure that Angelo, unlike Phil, has more important things in his life to feel down about than whether he can purchase a gun or not.

Phil in contrast needs to feel like he has the potential to own a weapon since he's convinced himself that the world is filled with people who hate him and want to kill him. If that belief didn't exist then Phil wouldn't have anything to live for which is a direct contrast to Angelo who has a second family he's very happy with now. He has plenty to live for and doesn't need a weapon as much.

We already knew Phil never got a firearm but at this we know for sure this nullifies his 'Izzy's got a gun,' nonsense after the gun show a month or so ago. Now we know for 100% that if Phil says he can't confirm or deny something that he's being vague because he's lying. I'm sure others have realised this about Phil already.
