Probably both were intended, but since Phil has pretty much no asspatters anymore he only can just achieve proving the latter.
Which is funny because a field agent walked right past him multiple times taking photos and video and he had no idea until it was posted much later. And he got scared off by a hobo by his own admission - fake or not, he wants us to believe he couldn't take on another homeless person.

Actually, that only proves how dumb he is. He is so eager to prove how much better and smarter he is compared to us, that he takes every chance to correct our mistakes even if it means giving away important info.
Thus we could say something intentionally wrong and like clockwork Philthy would respond with the correct information, thus unwittingly verifying what we knew all along.
Of course, he could be lying in the response but it is beyond easy to tell when he is lying and when he isn't. He can't outsmart us for we are Legion, and we are many.
