The land that is now Wyoming was Spanish territory for some decades in the late 18th/early 19th Century, it was sold to the US some years before Mexico became independent. Therefore, Wyoming has belonged to Spain, but never to Mexico. But to Phil's warped mind Spain = Mexico = "Aztlan".
