Phil is the Boy Who Cried Transmisogyny. It's generally safe to assume that pretty much everything he says is either a lie or a vast exaggeration.
My guess is that with the lack of asspats and support recently, this is a scam to get people to start paying out again. We know that any money he gets, regardless of whether he has a house or not, is going to go on stupid shit he doesn't need without so much as a "thank you," and then he'll come begging again. But I don't think his remaining followers are quite as savvy. They might well think, "Ah well, clearly Izzy Hell is trying to get back on her feet between the nightly rapings, that's worth a few bucks to help out." It's playing on people's best instincts for his own selfish gain.
I'm still going with the theory that he'll pretend he lost the house because of a disassociative episode or transmisogyny, then take the money straight to Sonju.
"Houseless" means that you lack a house, but you may still have a "home" in that you have people who care about you and welcome you. The implication is that you might have a place to stay, even if it's impermanent.
Why this distinction has to be made, I have no idea. Even still, Phil doesn't have friends or family, so he's homeless, even if he's lucky enough to sleep indoors most nights.
That's pretty much it. Voluntarily homeless hipster/crustpunk weirdos like to pretend that the streets of (wherever) are Home - a safe, warm, welcome place to retire to at the end of the day - so they may be houseless, but not homeless.
It's especially rich coming from Phil, who spends most of his nights couch surfing or in hotels.
