Gross, but then that's pretty much par for the course with Phil. I mean, we already know he can't be bothered to wipe his own arse, so nothing should surprise us at this point.
What does get me interested, in my weird, detached, academic sort of way, is how black and white Phil's thinking really is. I mean, yeah, he's a very concrete thinker. Most autists are. We can see it in Chris too. But whereas Chris at least has a certain bizarre logic to his world view, even if it never rises much above that of a third grader's, Phil's belief system is filtered through SJW jargon, half-understood pseudo-anarchy and a surprising amount of casual racism.
Phil sort of divides the world into straight, white cishet dudes who all have careers and live in suburban houses, etc, etc, and his weird liberal PoC SJW tranny whaetvers. It'd be almost like a Trump supporter trying to paint liberals as welfare mooches, except Phil tries to champion the liberal side here, at least on the surface.
He thinks white cishet people have jobs, therefore PoCs and trannies can't have jobs. He thinks white cishet people have houses, therefore PoCs and trannies must be houseless. He thinks white cishet people listen to classical music, therefore PoCs and trannies must listen to "anarchist music," like the backstreet boys. It's a weird sort of dualism, and it doesn't actually make sense, but he's very strongly attached to it.
If Chris adopted his tranny persona because he failed as a male, then perhaps we could say that Phil has adopted his translatinx persona because he's also failed life. Like I said, he seems to have a weird racist caricature of Latino culture in his head; Latinos are lazy and dirty to him, so it excuses him being lazy and dirty.

Literally, as well as figuratively, taking a shit upon the entirety of Latin America.
How is underwear for cis people? Because cis people wear it? Is Phil going to reject everything cis people do? Because the majority of people who eat, drink and breathe are also cis.
I don't think it's that complicated. I reckon it's more that Phil sees being a minority as a get-out-of-jail-free card for all his fuckups, and his "I reject the cis lifestyle" crap is just his excuse for being lazy.
