Americans aren't taught much about Rhodes or African history in general, even into high school, but I can assure you most Brits and Commonwealth students know about him and he is indeed a controversial figure in South Africa today.

I'm guessing Phil doesn't think its possible to be racist towards Boers or other whites. I'm guessing he'd also ignore Imperial Japan forcing Dutch and Eurasians in concentration camps during World War II, or the Greek genocide, or Mugabe's oppression of white Rhodesians after taking power.
