The only time I've ever handled a XXL size shirt was for a school project about selling T-shirts and one of my teachers wanted to buy one.

Those things are just giant masses of cloth - where the hell is he keeping all these shirts?!

Maybe Phil's got the world's first Bag of Holding! That explains how he's able to lug around all that bondage gear and the mountains of maps and drawings.

Where did he buy these things? Is there really a market for them?

In Philly, there is an "underground anarchist" bookstore on South Street called Wooden Shoe Books (named for the revolution where workers threw wooden shoes called "sabots" into machinery, which is where we get "sabotage"- thanks Star Trek!). It's basically Tumblr in bookstore form- where mainstream bookstores have sections like "religion" and "self-help" and "art," Wooden Shoe has sections like "trans issues" and "middle east issues." The crowd is generally the sort of post-Occupy hipster polititrender you would expect. Phil has stated he's gotten at least some of these shirts there, and I would not be surprised to learn Portland and/or SF have similar stores.
