Phil thinks it's going to be like an action film, where he can gun down assailants like a badass without consequences. In reality, if he actually did get this permit, there are four possibilities:

1. He pussies out. We get some photos of him with a toy gun crudely painted black with a "Watch out, Kiwis, Izzy Hell is coming to blow you away!" caption. I think this is the most likely.

2. He gets the gun and then gets scared, hides it away and we never see it again.

3. The idiot shoots himself or Toren while playing with it.

4. The idiot gets shot by the police.

Out of curiosity (and mainly as a theoretical question, I'm under no illusions regarding the probability of this) how do firearm laws work with regards to crossing state lines? In the extremely unlikely even that Phil does manage to get a firearm, it'd clearly be at the cost of being able to maintain rent payments, so when the inevitable homeless migration re-occurred would he be done for illegal ownership of a firearm?

Phil is odd in his taste in weapons, and he only knows those associated with people or ideas he's flirted with in the past - if he get's his hands on one expect it to be a cheep copy of a former soviet weapon like a Nagant revolver (he's already got his mits on a BB gun version once before, an had a look of glee on his face), Makarov probably a cheepo knock off version although part of me would love him to try an chamber a 9mm parabellum into a real one, or something made south of the border like a Taurus or alike.

It is in some to just have a firearm owner's card, sometimes they are offered by gun stores themselves or through the police. To have a CCW licence you have to take classes though plus range time in certain cases

He will have to pass a gun safety course first. Not that he could possibly do so without sperging out, but hypothetically, we'll say he does.

At this point, his application should be sent in. Not before.

After this, he will do a phone interview with his town's police chief or a liutenant. After that, he'll be required to come in for a face to face interview. He will be fingerprinted and background checked. Then the FBI will do a background check.

Finally, after all that, he will not be given a concealed handgun license. If he manages to weasel through all of this somehow, he will be given a hunting and target license. After a period of one year, he might be able to have it turned into a concealed license if he has no criminal violations that might impede that.

All of this costs money, which he has none of.

It'll probably be the nagant if he can find an ffl and a place online to buy it. But what I see happening is him ebegging for money to buy one since he spends so much of his tard bucks on rent, storage and cellphone. He won't have enough left over to buy a pistol.

How much do they go for in the states anyway? I know the odd round they use is kinda expensive and they cant chamber a normal similar round because the case works out to part gas seal the mechanisim and the only reason you can get it at all is because it's so frequently copied and still made in some part of the world.

The average price is around 350. I was only able to find them on gunbroker though. For the most part, all the usual sellers are out of stock. I've actually been trying to hunt one down so I can run it suppressed, it's one of the few revolvers that can be suppressed since as you said, the chamber is sealed by the drum. I've actually got a case of the ammo I bought when I found it because I'd never seen it for sale. For a box of twenty rounds it cost roughly 35 bucks. I can't see Phil spending nearly 400 on a pistol, plus ffl fees, plus the price of ammo.
