I'm guessing it's an extension of his obsession with transport networks. I'm not really a Phil watcher but I'm assuming that Australafantasylands transport network is supposed to be a model of Utopian perfection and therefore would feature a lot of public and/or zero emission transportation. The irony in this is that Phil is known to emit more greenhouse gasses than any motor vehicle.
