Nah, the only authentic Soviet about that outfit is the belt buckle and cap badge. That is a standard US woodland pattern BDU camo outfit that Phil has sewn (or probably glued) red cloth strips on the collar and shoulders. The beret is just some random black one. If it had been authentic Soviet naval infantry, it would also have a red flash with a brass anchor on the side.

Despite looking completely fucking insane, Phil actually looks better and more fit in the 2011 pic. Like some kind of autistic traitor John Rambo.
