I disagree, the guy just has a really low amount of body fat. He might not be beast mode, but he is definitely fit. You can see his skin stretched tight across his ab muscles, he is otter mode. He also has very defined pecs. You don't need to be huge to be in good shape and looking good.
Depending on your preferred aesthetics, Michael Phelps might need to bulk up, but I sincerely disagree.
