Maybe he's volunteering for trans lifeline? Since they use cell phones he can just claim to be "volunteering" at all hours of the day (even if he has his availability set to "busy". Its probably in a public bathroom somewhere and he is wearing safety glasses because that seems like something a "working" person would do.

I don't really believe that, but I'm having a hard time thinking of a place that would let someone looking, dressing and smelling like Phil to do anything dangerous enough that he needed to wear safety goggles.
