Oh no, the "NO HAGGLING" thing is specifically because he is desperate for money. To Chris, all haggling does is lower the price his potential customers would be willing to pay. Considering he once again states "NO HAGGLING", he can't be all that desperate for money. Though Chris never did have a good grasp on how finances and such work.
If I had to venture a guess, his mom probably told him he needs to sell some stuff to help pay for some things, and Chris just added in the cost of a PS4 plus games so he could get what HE wanted

In fact when he was selling his TV on Craigslist didn't he specifically state that people were welcome to pay more?
