Frankly, the Master who first was assigned the claim could have made an order off his own bat requiring the Claimant to rectify these points (and frankly should have) before allowing any hearing to be listed. But I suspect with Covid-19 the administrative staff probably just reflexively set a hearing date immediately the papers came in without reference to the Masters' bench.
