He likes to torture greyhound travellers with his smell and stalk exes that he abused.
Maybe this means he's planning to go pay a visit to Jordan, with a fresh, new, piece of ginger root.
Didn't he day before he was going to make trips back and forth to Cali? I don't think this is permanent.
He's moving to California because their Gender Change requirements are a little more lax than other states.
Simply having your balls removed doesn't grant you the change of gender. Millions of men in America have no balls and are still considered men. Add that to the fact that we have the pictures Phil produced that prove he didn't get his balls removed.... He's not changing his gender...not legally anyway.
WHAT MAKES YOUR GENDER “LEGAL”?
You certainly don’t need a piece of paper to tell you what your own gender is, but there is a way to get legal recognition of your gender. California law allows you to get a court order acknowledging your gender and allows you to change the gender on your California birth certificate.
Unfortunately, a California court order does not automatically change your gender on all of your legal documents. Each state and federal agency has an independent standard and process for gender change. This means that even if you get a court ordered gender change, you must still follow the process and provide the documentation required by each agency.
Court Ordered Gender Change
The process for getting a court order recognizing your gender change is similar to the one used to get a court ordered name change. The primary difference is that you’ll need a letter signed by a physician saying that you have undergone “clinically appropriate treatment” for gender transition. Also, you can file your gender change petition in any California county, not just the one where you live and you are not required to publish a notice of your gender change in the newspaper.

He didnt have the procedure and he doesnt have a doctors letter.
I'm guessing Phil couldn't find any ass pats or trusting morons he could mooch off of in Portland so he's gonna try for California. Again. It'll be kind of funny since I doubt he'll find anymore much more sympathetic to his blight down there either. We may get a good chimpout if he keeps this up.

I don't live in a state or place that really has any public transportation so I don't really know the price of a Greyhound ticket from Portland to Berkeley, but spending at least 100$ just to go pick up your mail or go shopping for a tablet is fucking stupid when you're homeless. That's money that could buy several weeks worth of food if spent correctly.

Oh nice he's coming back to my scouting area. Still shocked he didn't catch me when I was taking photos of him about 5 feet away (I can still taste his stench at the back of my throat).
I still say he should try out east LA. I used to live there and there's tons of Latinos there who would definitely embrace him as one of their own and definitely not stab him in the face.
