By the way he's wording it he's claiming Garcia handed him the letter when he visited. I think Phil is going to claim he got it for insurance purposes but hair removal is pretty much never covered since it's considered cosmetic. Like if you're a legit woman with a medical condition that causes excess hair to grow then maybe. Someone correct me if I'm wrong.

Nothing about this letter makes sense. Why it was given, the wording, how it was given. I really don't think people actually care if Phil gets body hair removed but he can't help telling us every little thing and having it seem shady as hell in the process.

So I'll have to rephrase: Why would he need a letter for laser hair removal? It's not any kind of serious procedure you need a recommendation for. If it's for the MediCal board or whatever, wouldn't the doctor send it directly to the state for liability and security purposes? Phil wouldn't have it.
