If he actually is able to change the way his voice sounds, it would actually be an improvement. Which of course means that it's a lie; Phil never improves himself.

He won't do it because it requires effort. I also find it funny he ended it with saying he doesn't like his voice anymore as if he just recently decided he was bored with it... which is probably true.
At the end of the process, he will still sound like a faggot.
I'm sure they offer referrals as part of their wellness / transgender health services, but as MMX said anyone can get a referral for just about anything.
But insurance doesn't pay for any of that. It's considered a cosmetic surgery, just like facial feminization, hair removal, rhinoplasty, and excess skin removal that Phil would want. So once again, Phil is just wasting someones time for magic letters that won't accomplish anything because he can't afford it.
Has anyone ever seen that Twilight Zone episode where an old Colonel or something bets this really talkative guy a bunch of money that he can't shut up for a year? I don't think surgery or hormones can fix a smug tone.
Phil probably is not even on hormones, just like the rest of the ratkings and CWC, he likes to play make believe.
I don't know if he takes them anymore, but at one point he was taking them and threw them down a storm drain in a tism fueled tantrum.
One look at Phil's mug should tell you he's not taking them now.
