As @CWCissey said his leg is practically purple, and that aint right. I know colours an tones shift but not from healthy to god damned purple. This is work of either bad circulation or diabetes and he is risking SERIOUS trouble if he is getting that portion of his body ink'ed, as much as i dislike Phill I don't want him to come to serious harm.

Edit: But seriously. Don't drive a bike in traffic in Puerto Rico. You'll get hit and run in 10 seconds. If Phil wasn't ignorant about the island he would know this. "Boricua commuter cyclists" aren't really a common thing, almost everyone has to drive a car if they want to get anywhere.
