Tom is one step below a jailhouse lawyer in his understanding of the law and legal system. When he bloviates this BS, it's akin to him talking about his computer's modem sending so much current to ground that it blew the neighborhood breaker....clearly showing how little he knows about computers, electronics, and electrical circuits all in one sentence.
