The 'known timeline' will basically pull in not just content from users on the server, but users on other servers they follow (as the server needs to retrieve those to show them to the people who are following them). So in theory one could set up an account and do nothing but follow particularly weird accounts, and that would be shown in that sort of public 'known timeline' view. It exists but virtually no one actually uses Tor casually, so it's not worth taking seriously as an alternative.
