I usually buy from Mandarake, but their stock can change pretty quickly.
I usually use Ebay. There used to be a ton of mom and pop/small business sites of anime stuff, but the bigger distributors did run most of them out.
Ebay you have to fish around and look for what you want. Sometimes you'll come across great deals, sometimes not, it's a hit or miss of the draw. I usually use it for older series and stuff.
If you live near a city, check if there's meetups to flea market sell toys by a comic book fan/geek hobby community. You can find some great stuff on huge discount as well.

I like Solaris Japan but they don't have everything, generally if it's something older you're probably gonna have to look on Ebay.

People who collect anime figures do it to jack off onto them.
I’ll have to look at these sites later since the only one I’ve used is eBay. I got two articulated Jojo figures, (Hierophant and Bruno,) that I keep in boxes because of my cats.

Like these two have said Amiami is fantastic, and is always cheaper than pretty much every other retailer for anything weeb and weeb adjacent. They always beat retailers like TOM or the official Goodsmile store by $10-$30 minimum.
I'd also recommend checking their eBay store if there's something sold out or not available on their website. There's been a few times when I've gone to buy stuff where it was available on their eBay store despite being "Sold Out" on their website.

Any characters you wish had more figures or even a full sized figure at all?
Mamimi from FLCL springs to mind, all she got was a weird barbie doll like doll and couple of garage kits, one of which doesn't look enough like her in the face and the other is better but seems really rare and most surprisingly, a Funko Pop.
She's always been one of my favorites and I really wish there were more figures and I'm honestly kind of surprised there aren't given it's Gainax and how many countless Eva figures there are.
Then there's characters who only ever got a gashapon figure which is better than nothing but I think of a lot of gashapon only characters who would for cool full sized figures.

Another example for me is Maria Holic, there's nice chibi figures of a lot of the main cast, but only Mariya received a nice full sized figure, which is really too bad as I'd love a nice full sized figure of Matsurika.
