I don't think it was built on top a fault line? Not extremely far away from fault lines, they're all over the place in Japan, but I don't think basically right over one. The epicenter of the earthquake was a little over 46 and a half miles from the Daiichi plant. That earthquake was big enough that it moved the island of Honshu 8 feet. Tepco had power plants closer to the epicenter that got tsunamis just as bad but they had stronger seawalls and didn't go boom. They would have had a big but manageable problem at Fukushima if they'd upgraded their seawalls from good enough for everything but the worst to good enough for everything like they'd done elsewhere.
