I have half-Filipino cousins and they're dark-skinned, somehow darker than their mother. Then again, Rob Schneider is also half-Filipino and he's quite pale. Perhaps hapas with Filipino parents who have a significant level of Spanish and/or Chinese ancestry end up paler than those who have a Filipino parent who is more "Austronesian"?
