Tumblr's obsession with disabilities have them often putting captions on 2 second cat videos and every video with a change of lighting as an epileptic warning.
I've never seen them assisting for the blind though. Are there that maybe people with voice assisting computers? And if there are why does this person think they'd read his shit?
Yeah, I would say less "retarded" and more "incredibly dangerous and unhealthy."
It's more just shit for people with perfectly good vision to sperg at each other about. The ludicrous Facebook polyamory forum had this rule and even though there weren't any blind people on it that I know of, they'd tard rage whenever someone posted an image without some stupid caption which if it were honest would always be something like [gross fat lardass you're lucky you're blind so you don't have to see them].
A surprising amount of people use screen reading programs when they're visually impaired, but I doubt many of them spend a lot of time on tumblr because its such a visual site.

i actually took this photo for a self-portait im painting in my art class and I really like how its composed. its supposed to show the image that ableism paints in the context of my culture, which is why im also wearing a dupatta (the pinkish yellow scarf). Painting is one of my favourite stims - i love the feeling of the paint moving under the brush.

Long answer: In Tumblrese, "trans" just means that you don't identify with your "assigned" birth gender, and "nonbinary" means you identify as something not entirely man or woman. Nobody is "assigned" nonbinary, therefore all nonbinary people are trans, but not all trans are nonbinary.
Short answer: By being an exceptional individual.
