I think he uses it in the context of a in-joke/game (?) from his group of friends, Rowdy Fuckers Cop Killers. I've no idea what it's about or what it means because fuck watching any video about it, but apparently one group is the Rowdy Fuckers and the other is the Cop Killers.
He's likely an autist (I remember him talking on the PCP about how he needed homeschooling for some undisclosed reason, probably a sign of autism or some other issue), but I agree that he's not a lolcow. In his younger days he was a Pokemon roleplayer and, obviously, brony, but other than that I don't think there's content there for him to be a lolcow. He was pretty young at the time of his initial involvement w/ the pcp as well (13 or 14), so I can't fault him much, but YMMV.
Not sure what you're trying to convey with those two archived tweets accompanied without any commentary; the first (pretty late by now) tweet only shows something we already know about Ben from the OP post as being someone who is happy to gaslight Chris-Chan in his 'Dimensional Merge' delusions (after stating no-one should ever contact Chris in his Sonichu PCP lecture) even as recently as February, which still isn't really enough to expose him as a lolcow (at the very worst, just an autist) and the second tweet actually shows him as a pretty based individual who doesn't take himself too seriously on the internet.
