The whole "seal-on-a-bedsheet" aesthetic (as they call it) actually looks pretty good to me. I'm not a big fan of flags that tend towards simplistic shapes and symbols, the flags of Colorado and Alaska in particular do nothing for me. If I were more cynical I'd almost suggest that they've rated the flags lowly based on how old-fashioned/colonial they look and that's not okay in the current year.
That's a separate issue from whether the flags are ugly or pretty, they can be good-looking flags while also being impractical. The Georgia flag is just unbelievable. It's five flags, on a banner, on a flag, plus a seal and some stars also. Why not also throw in a map of the U.S. with a big red "X" where Georgia is? I had no idea the Georgia flag looked like that.

Edit: A closer look at what I've now learned is the former Georgia flag reveals even more eccentricities. STATE OF GEORGIA: CONSTITUTION, WIS-DOM, JUSTICE, MODER-ATION, 1776, GEORGIA'S HISTORY, IN GOD WE TRUST. At what point does it cease to be a flag and become a document printed on cloth?
