It depends on what part in the "story" you start with, I suppose. In the original Metal Gear, he took control of a place in "Zanzibarland" and threatened the world with a weapon that could launch an undetectable nuclear strike anywhere on the planet. In Metal Gear 2 when the world was attempting nuclear disarmament, he stole the stockpiled weapons as well as a formula for creating a cheap synthetic oil (and threatening the world with etc.)

It really isn't all that complex though. In the chronologically earliest story, he and his mentor both got absolutely fucked by both the capitalist US, and communist USSR, along with countless other soldiers who died in the crossfire of what was ultimately a meme war. Both were absolutely dedicated to their causes but were tossed out like trash, his mentor having been tossed out after literally dying for her cause and accepting a reputation as an absolute villain for all of history. Hell, you could even argue The End got absolutely fucked in the deal He was a hero of the 2nd world war but died alone in the jungle for a bunch of people who didn't give a flying fuck about him. None of the people Snake killed in combat were ever honored in any way shape or form on either side. Honestly, when you look at things objectively, Snake was only doing whatever he could to make things right.

Big Boss dindu nothing wrong. Creating an off-shore nuclear-armed militarized safe haven is honestly much more reasonable politics than the constant regurgitating of obsolete 19th and early 20th century ideologies like socialism, nationalism, libertarianism or fascism.

Los Zetas, Muang Tai Army in Burma (a warlord was able to held a private army state of 20,000 soldiers for 11 years), Victor Bout's organization, FARC in Colombia and even ISIS are also good examples of irl non-government actors able to gain relative independence in the modern era. Some of these were more successful and some less but all of them were 10,000% more successful than any political "movement" or "party" created in the west in the last 80 years
The closest irl Big Boss scenario is Transnistria, which is basically an ex-soviet arms depot that declared independence. They still have apparently 22,000 tonnes of military equipment even after selling that shit for 30 years. They also "allegedly" experimented with creating their own nuclear weapons in the 90s
