Where to begin...

Well, it's a neo-nazi webcomic. Because apparently neo-nazis are so hate filled that the idea of taking a break from hating minorities to read the newspaper comics at the breakfast table is incomprehensible. Thus, someone created Billy the Heretic so all those inbred mouth breathers have something to read while eating their fruitloops.
It's poorly drawn, racist and stupid as hell, and makes no fucking sense. Every single comic strip seems to be "durhurhur, da Jews suck durhurhur me am smart."

It's basically Dennis the Menace meets The Turner Diaries.

I don't cop to this very often because it's pretty embarrassing, but I actually studied Comedy in college. Like, not some elective, it was my field of study. I'm basically not qualified to do anything, anything at all, except get jokes. And I do. I get virtually all jokes. Even if I don't think they're funny, I can explain why the person who came up with them thought they were. I understand jokes on an academic level.

I bring this up because I genuinely have no idea what the punchline is supposed to be getting at in the strip below. I have dedicated my life to the study of humour, and I cannot even begin to parse this mess.

What the hell is he getting at here? Is the idea that something she could do to help her people be... oppose abortion clinics in WASP neighborhoods? Is he saying she should abort Jewish babies? But the P in WASP is "Protestant". What's going on? It's clear that the line about the clinic is intended to be the blow line, but where is it going?

All jokes have hidden information that the listener has to fill in themselves. That's why some people don't "get" jokes. If you lack the hidden information or can't connect it to the joke, then you can't parse the punchline. This person is so far up their own ass I don't think anyone but themselves has any clue what the hidden information is in this strip. Given that the message in every one of these comics is 'The Jews are evil', I suspect what's supposed to be going on is that Mrs Ex-CEO decides to do 'something to make a difference' for her 'people' (Jews) by encouraging WASPs to have abortions.

Yeah, I've got no clue how abortions help Jews but it seems like it'd fit the theme as long as you assume 'Jews always try to do bad things' and 'abortion is bad'.

Also, from reading the comics, the boy in the comic (Billy) seems to be the authors voice and thus spends his days pointing out the alleged Jewish conspiracy. See for example:

In which he reveals that his Father supports LGBT causes because it 'Undermines Christian society'. These comics kind of remind me of Jack Chick except at least when he is offensive you can tell it is mostly because he thinks he's revealing the deception which has been pressed on gays/Catholics/Muslims E.T.C rather than Billy the Heretic who apparently blames everything he doesn't like on Jews.

But as a Black Christian, a common conspiracy theory that I've heard is that the nazis started planned parenthood as a means of keeping minority populations down. Maybe we're seeing the inverse of this in this comic. Thats my guess, the author believes that the jews are responsible for the development of Planned Parenthood, which they see as a means to control the white populace.

I looked at the article and it did show some of the comic strips. Either you get what the strip says which isn't funny or you don't which is also not funny. Really, the comic only appeals to white supremacist who think this stuff is not only funny but also true. Really, it's just a terrible webcomic that has a fan-base only in racist who think there is some super secret Jewish conspiracy.
