A big reason why Wayne Williams got such a big body count, and got away with it for as long as he did, was because the black community in Atlanta became obsessed with the idea that the killer was a white KKK member, or a white cop.
The police dismissed that theory about immediately, because it would basically have been impossible for a white perpetrator to operate in the heavily-segregated black neighborhoods where the murders were happening. The black community became outright hostile towards the police, and they refused to work with law enforcement, because they were convinced that the police were helping the white KKK murderer, and covering for him.
Wayne Williams was a laughably, comically-obvious suspect(research him, and you'll see what I mean) but the black community never identified him to the police, because, obviously, he wasn't a white KKK, cop guy.
