What are these "disturbing lolcow qualities" that you speak of?
Here is a few of them

All politicians in this scandal are almost or already free to go.

Brazil is the vanguard of the delay. While in the US fashion of retarded celebrities who promote against vaccination campaigns is relatively recent, here in 1904 when the government introduced compulsory vaccination to eradicate smallpox, the population revolted, there was a pitched battle in Rio de Janeiro, and 30 people died in conflict. Still vaccination continued and hundreds of thousands were saved from smallpox, thanks to Oswaldo Cruz, author of the campaign and as popular then as a cook in the Planalto Palace who dropped down a closet and woke Dilma.

Since then the people and governments work hand in hand to create generations of mad scientists, after all devote to science in a country that fails to build an aluminum shelf and gives default on NASA requires a good dose of insanity.

How much Brazil hates science?

Well, ISMART is an NGO that identifies gifted children in public school system and invests in them, donating computers, paying costing fellowships, courses, etc. In other words, young people with extreme potential, but without economic conditions would get the push they need to become future engineers, astronauts, geneticists that the country needs.

Well: Mr. Gabriel Chalita, then Secretary of State of SP Education forbade the NGO to apply aptitude tests in the state system, and even to disclose the existence of the project. The Municipality of Education Secretariat of São Paulo was completely surreal:

"If there was a concern with the gifted students, why not focus on those with Down syndrome?"
That's right you read, but enough. I will not even link the stories of the Minister of Science Technology and Innovation propose a law prohibiting innovation, or Brazil giving default in ESA supertelescope in chile, but it is worth repeating the statement of the Hon Mr Fabio Garcia (PSB) to withdraw from the Congress agenda the release of budget for said telescope:

"We request the withdrawal from the agenda of an agreement that the federal government did with the European Union that would make Brazil spend 800 million reais with astronomical research. The stars that need to be seen in Brazil is the Brazilian people that suffers from a lack of health, education and quality of public safety! we are together "
Now the nail in the cofin See:

facepalm
Sad.

Again, if one blind reader think will escape read this nonsense:

"Department of Science and Technology Amazon is extinguished after a vote in the Legislative Assembly. By 16 votes in favor and five against, the ALE-AM deputies decreed the end of SECTI, which will become an industry within the 'super secretariat' SEPLAN "
The region with the greatest biodiversity on the planet outside the vegetable drawer of my fridge, the air conditioning in the world, home to countless species still unknown, plants and animals with great potential for pharmacological research, uncontacted tribes with white man (or brown man, to be more realistic) and craters of meteors with tens of thousands of years, asking to be explored.

This does not justify the "spent" to maintain a Department of Science and Technology? Will transform the current Secretariat in a department within a "supersecretaria" which let's face it will boil down to a typist at a table with a stamp, frame "do not take Dad" and a box of clips # 2.

The decision, 16 × 5 (or 7 × 1 against Science) involved members of the DEM, PMDB, PSD and ... PV, among others. Our hatred of all that is science is nonpartisan. Here the scientist serves only to go on Superpop and can not say anything while everyone drool on the week's new medium.

In 1967 smallpox killed 2 million people a year. During the twentieth century, 500 million people died horribly this incurable disease. Its eradication required a global effort, with countries putting their differences aside, Soviets and Americans working side by side in a campaign never before seen by visiting the farthest corners of the planet and vaccinating all children. On October 26, 1977 the last case was diagnosed. In 1980 smallpox was officially eradicated.

If it were as simple eradicate ignorance ...

Is it true that people from Brazil tend to consider themselves inferior to other races for no real reason? If so, why?
Not races, just people from 1st world countries.
Basically media, movies, etc sold a image of ''OMG USA IS SO AWSUMZ!!!"' ''LOOK HOW CLEN IS CANADA,F%CK U BRASIL!!''.
Basically the upper class wants to become europeans, the middle class dreams of buying cheap things(ps4 is 2000$ here,no kidding you guys, iphone 6 cheapest version is 1500$)
and the lower class doesn't give a damn.
This is called the Sindrome do vira lata(street dog syndrome)
Still, the upper class is extremely racist, and their sons became SJW to express their class prejudice without being racist righwingers.
(Basically the poor only becomes a thief because capitalism, they ignore all the poor who study hard, thinks negroes and poor people are retarded or incapable of studying, etc.)
Also it's hilarious to see people who show off extremely expensive PCs and cars try to have some kind of fake care for the poor people, just to say on facebook or on twitter '' i care about dem poorz,i am nice person).
then they make racists jokes and say browns and negroes are basically slaves which should be'' thankfull because the social democrat goverment freed them from the neo liberal scum''(im not making this up).

I thought this was about the Terry Gilliam film :c

also isn't Brazil kind of huge and regionally diverse with a fairly weak national infrastructure? I'm not sure calling a place like that full of 'disturbing lolcow qualities' would be entirely honest.

Well, you have to really come here to understand.
Brazil infrastructure is really poor tho.
Most of our transport grid is based on roads, which are extremely outdated and poorly kept.

Also most are 2 way only, causing large bottlenecks

Do you commonly have English or Spanish taught as a second language in schools?
English is way more common,Almost 70% of brazilians dont understand spanish only portunhol (portuguese words with spanish accents and a lot of frantic gestures).
Basically we almost never traded with our spanish neighbors in the colonial era,so we never had a large cultural exchange with eachother, the results are seen even today.

I felt it was necessary to give some perspective.

Brasil is a pluripartidary nation - this means that politics involves giving option to many parties to exist. Unlike the US, however, Brasil did not go for a plain left/right, in part because that's how things were during the Ditadura Militar [Military Dictatorship].

That is why there are eight separate Socialist parties, six Christian parties, and eight separate Workers parties.

That said, most of them have no hope of making it to the presidential position because they're small and poor, so the real purpose in this is to make alliances to influence the highest amount of people so they can control the other positions... because Brasil has a severe amount of people that must be voted into power. Mayors, Aldermen, Governors, Deputies, Senators, and finally Presidents.

Too many people that are mostly unknown to the populace.
