Phil is not only a jerk, he's a tattletale too. Probably did that a lot back when he was in school.

What probably really happened (assuming Phil isn't lying again), is that a woman -- who probably legit needed to be at that shelter -- complained about who she saw as an obvious cis male with a threatening appearance and horrific stench, and then she got ejected because Phil whined bounced and squeaked about "transmisogyny."

And if Phil really is living in a women's shelter, he'll probably get himself kicked out eventually for being Phil. It also means he's no longer couch surfing at an individual's home (or at least because of the eating ramen out of the dumpster thing).

Well, from what more knowledgeable people on these forums have been able to tell us, they have different kinds of assisted housing programs for different less-than-healthy folks, so I'd only guess one Spuds McGee doesn't really rock the boat. In essentia, he's prolly gonna get payee and a place in group home for "differently talented" people.

The big issue is that even in his delusional world he's still "4th on the list" for housing from a center that has closed all applicants down for 6+ months due to lack of rooms. Never mind that his "case worker" most likely doesn't exist and these little stunts of his are getting passed on Cascadia as proof he's a toxic element, he's only doing this in a last ditch effort to keep his SSDI when the November review comes about.

But yes, in this magic world of his, he would owe 30% of the $900ish dollars he gets each month for being a sped, but that only gets him through November anyway because then he'd have a payee.
