It's the court's comments to the defendant in explaining the sentence it's giving him. It provides its reasoning and justification in delivering a sentence that courts in NZ basically never give (life in prison without parole). Because that's a highly unusual sentence, it has to establish that what he did was so heinous that no prison sentence could be sufficiently long punishment and there's no possibility of true rehabilitation that might justify considering early release.
I presume that NZ has some sort of appeals process; when the lower court basically shows its work, it's so that the appeals court would have something to start with.
Of course the court's doing a fair bit of posturing too because they know that it'll be widely read due to the case's publicity.
