Buddhism doesn't outright say that all killing is bad, oftentimes it can be used to illustrate skillful means or to defend oneself from attack.
However, it still doesn't excuse what Hitler did. Ruhe probably denies the Holocaust, so he can project his narrative of a peaceful Hitler on the world.
