Rivers provided a reliable source of water and transportation, as well as supplied fertile sediments for farming. It didn't make sense to live away from the rivers they used because of the constant travel between the town and the river that that would necessitate, especially in an era before automobiles were invented. So, they built the towns next to rivers and when the town flooded, they sucked it up and moved on because it was still easier than living away from the river. This isn't so important now that we have technology to overcome the problems, but it's hard to pick up a town and move it once it's been built.
