Actually the Ganges flow into the Indian Ocean but sadly the results are still the same.
One thing is sure, the river where the new dam is located flows thru Nepal, India and Bangladesh and it benefit Xi the Pooh's imperialistic ambitions besides and it's very doubtful, some "happy merchants".
