It's a free-to-play game probably made on a shoestring budget, that leverages a popular brand to sell highly manipulative microtransactions. It's certainly going to turn a profit, and might turn a significant profit.

I'm just sad Totalbiscuit didn't live to see this. He loved shit mobile games with pay-to-win elements. He probably could have singlehandedly financed development.

You know how they made Dungeon Keeper into a transparently pay to win shitpile by making it take 24 hours to dig up a single square of earth but you can speed it up by levering open your wallet? That hard. The C&C intellectual property will be sold to some godawful developer of utter shit for a pittance and EA's bosses will post whining twitter screeds about how they were "too innovative" and blaming the public for being "entitled" because they wanted a game that wasn't a crock of rancid shite.

Runs badly, if at all on modern PCs. EA is not GOG, they will gladly sell you a game you can't play.
