Yes, but it is almost never prosecuted unless it is filing a false report or making a false accusation against someone else. Abusing the 911(us) or 999(Canada) system is much harder to act on. And they generally won’t unless you are using an auto dialed to disrupt the emergency call center. The worst that will happen to Yaniv is he gets put on a list to dispatch a command officer first to determine need before wasting the EMS systems time again. And even doing that is doubtful because so many calls from Chateau Yaniv are domestic calls. The cops will always assume the possibility of violence. The Yaniv’s are unquestionably an ongoing nightmare for local police and emergency services. EMS almost certainly has orders to make sure Law Enforcement is on scene and enters first.

I also want to mention something about Canadian law. There is no castle doctrine. So @WGkitty could only use as much force as is reasonable to repel a potato attack. The term "reasonable" is frequent in the criminal code. Instead of specifying what is criminal, reasonability is the threshold between what is criminal and what is not. If someone home invades you, you can not shoot them unless they are threatening to shoot you because that would be an unreasonable escalation of force.
We have seen many recent examples of this at work. The Colten Boushie case and the case of Peter Khill, a hardworking army reservist who shot and killed Jon Styres, a First Nations serial auto thiever, at 3 am in Khill's driveway. Khill was charged with second degree murder but granted bail. At the trial, Styres's criminal background was excluded. The fact that he had a bag of tools and a screwdriver in his hand was also excluded. The courts tried real hard to coax the jury to a guilty verdict. In the end the jury instructions came down to manslaughter if Khill did not act reasonably, second degree murder if he did not act reasonably and intended to kill and not guilty if he acted reasonably. A few hours into deliberations the jury came back with a question for the judge. "Does reasonable mean what is reasonable to us individually, to society or to the defendant himself?" The judge answered that what is reasonable to a person with the background and experience of the defendant. The jury came back with a verdict of not guilty. But....because of the REEEing of racism from the First Nations community, the crown has appealed the verdict. Still unresolved and still Khill is paying for legal representation. (Disclaimer: I am not a lawyer and this account is a simplification of my personal knowledge of the case and associations with some of those involved.)
