If the original show maker was involved? Maybe.
No joke - if any anime series could be fairly adapted to live action Cowboy Beebop is one of the top possibilities. The entire show had only 3 episodes with "plot" otherwise it was like star trek - just another adventure this week. Heck, the ORIGINAL Beebop movie proves this by just being a longer episode (and giving us a girl hotter than Faye).
So if you set it up? Sure you could do a live movie. Make it "just another day in the life" type of extended episode and it could work. If you REALLY wanted to pander to the fans, you'd animate an opening and closing to the movie to explain that the "live action" segments were just the cast all tripping on mushrooms. (which they've done)
TL;DR - someone with the talent, skill, and artistic integrity could absolutely make a Beebop movie that would be a welcome addition to the canon.
