Wu could easily argue they're looking out for the MA taxpayer in that instance first and foremost with someone with a simple modicum of political talent and management and it will resonate because it can be angled quite easily that she's looking out for MA taxpayers.

You could argue that the majority of underclass poor people and blacks live in conservative Southern states (American blacks in the South are extremely conservative even if they vote Democrat) and by pitting states against each other, arguing that larger states need to "stick it" to smaller states by withholding tax dollars used on infrastructure that benefits everyone, that she is a racist elitist who hates the poor and hates minorities, particularly blacks.
By politicizing the access to funds used on infrastructure, she's not only being petty, she's being Un-American. Her opponent could argue that the American way and the spirit of Democracy has always been to join together and make the nation strong through cooperation, not by threatening entire states for not voting the way she thinks they should.
