Not particularly valuable as first glance suggests. Could be argued she wants to save the MA taxpayer cash in this way, look after MA and Bostonians first and foremost while the conservative states whine for handouts.

It's not as gold as the fucking $1 salary thing, but it can still be utilized. Deserves a feature. You frame it as pitting americans against each other over party lines, punishing citizens to get at people (a la Kim Jung-Un) and it looks bad.
Look at the Dems and their current batch of activists and that is the mentality they are increasingly going with.
Wu could easily argue they're looking out for the MA taxpayer in that instance first and foremost with someone with a simple modicum of political talent and management and it will resonate because it can be angled quite easily that she's looking out for MA taxpayers.
I'm providing likely counter spin to our own spin and smear operation. Because once we start firing these arrows they will find ways to shield themselves from them, or fire them back.
You have to plan for these things.
But the real question is, how do we spin the counter spin into an advantage?
Genuinely hard to consider when someone drops the "Looking out for Taxpayer" idea. perhaps not wanting to fund less fortunate communities in the USA?
This is a Democratic primary. You need stuff that will piss off Democrats. This would be useful in the general election.
I suppose it could go under the general extremism column, but "fuck Republicans" isn't really that unpopular a message among Democrats.
I suppose the biggest thing is to ask if it's even true but I'm sure this point will be a shadow compared to the other fucks ups Wu will have.

Mass infrastructure is garbage. Out west (that's its own slice of middle America right out there i.e. not in Boston) I'm not so sure about. Boston in the last 2 years has had people die in MBTA and Amtrak accidents (fucking derailments and fires and run away trains) and the 2015 winter situation got so bad the head of the MBTA stepped down. I guess MA better clean up its own mess before it talks shit.
Transportation stuff is usually back by federal funds, FYI. It's supplemented by local money and ridership fees but the main reason why most infrastructure is shit is due to the lack of maintenance via federal fund (which are how the infrastructure got built in the first place.)
Now if Briana won't focus on getting much needed federal funds directed to Mass. to fix the infrastructure issues causing problems in her district, that's a point to criticize on (especially if Lynch has done something about it, or tried to.)

This is probably more effective in a out of state sense. Conservative sites would eat this up. Mississippi would probably go apeshit and if it did it might provoke Wu to respond because shes from there.

What conservative states don't pay for their schools and roads. What bill is mass. Footing that others arent? What the fuck does any of this have to do with district 8. You just know that in gargamels mind is that once he wins the seat he can just focus on all the national issues that interest him, I think he really thinks a junior senator is capable of such influence and power. Btw did that town hall ever happen? Or the racing event for that matter?
You could argue that the majority of underclass poor people and blacks live in conservative Southern states (American blacks in the South are extremely conservative even if they vote Democrat) and by pitting states against each other, arguing that larger states need to "stick it" to smaller states by withholding tax dollars used on infrastructure that benefits everyone, that she is a racist elitist who hates the poor and hates minorities, particularly blacks.
By politicizing the access to funds used on infrastructure, she's not only being petty, she's being Un-American. Her opponent could argue that the American way and the spirit of Democracy has always been to join together and make the nation strong through cooperation, not by threatening entire states for not voting the way she thinks they should.
