Masks are mandated in a lot of areas and stores, but store employees and managers aren't typically expected to force them on hostile people. The manager at a Kroger isn't a law enforcement agent. Hell, I know someone who worked at a 7-11 in a sketchy area and she wasn't allowed to intervene when people outright stole stuff. She could call the cops, but that was all.

Also, why does he want a cop involved? I thought he hated cops and wanted police forces abolished?

Most Kroger’s, at least in my area, have big smiling signs identifying the store GM and assistant managers with their full names somewhere near the checkout or at the customer service kiosk. Dave is lying, water is wet.

Seriously, Dave looks like he escaped from a psychiatric hospital. I do suppose the mask-less lady shouldn't have asked if he wanted to be beat up, but he must have really startled the hell out of her. Most people get defensive when confronted out of the blue by someone who looks mentally unstable or on drugs (or both). The manager must have had a serious WTF moment as well.
