I'm fairly certain that actual depictions of Muhammad are illegal for both Sunnis and Shias. These are depictions of Imam Ali if I'm not mistaken. It's actually really common to see these types of paintings of the 12 imams in Iran, Afghanistan, and Pakistan. Arabs tend to screech autistically about purity of scripture, so they aren't the types of people who do paintings. They do calligraphy instead.
