No, that's like saying every person who colors in maps given to them in primary school artists or someone who colors in a coloring book. Do they attempt to use make up in interesting, expressive new ways? Do they constantly hone their craft to perfect it and be progressive? Do they pursue it as a career? Then sure, I'd be happy to consider them an artist. Just slathering your face in foundation and putting on some eyeliner to look pretty is not.

Not really. Most people follow the same simple steps when applying make up. It takes a child practice to learn to color in the lines too.

Trying a different colored crayon than they normally do. That's not being an artist.
