Does CWC wear a seatbelt? -

Between Son-Chu's nonfunctioning automatic shoulder belt and sensory issues possibly preventing him from wearing the lap belt part, I would say no. The Mitsubishi probably has the same kind of seatbelts considering that it's roughly the same year as Son-Chu and used the same seatbelt design, so probably the same thing there. In cars like the Cadillac, BMW and Aerostar, with normal seatbelts, he probably never wore them out of sensory issues.

Would Borb have made him wear it anyway before he got Son-Chu and his license?

I just noticed the seatbelt in that picture. Actually, I didn't even know automatic seatbelts existed before now, because I've never seen one.

Chris grew up at a time where PSA's were popular during kids cartoon blocks. I'm sure that a seatbelt one was ingrained in his mind from an early age as the Right Thing to Do.

Also the ignition on his car probably wasn't on to activate the seatbelt in that pic.

Not only is he wearing his seatbelt, but it appears that he's wearing a goddamn purse while driving. Everyone always assumes he has sensory issues but I really don't think that's applicable to him (outside of the back of the medallion - but I'm sure there's a totally inane reason that he has that wrist-warmer thing on the back of it).
