Because writing a half assed explanation takes a lot less time and effort then actually filming outside of the UK.As you can probably tell from that, they've slipped even further into SJW territory now. In the episode "Thin Ice" they had black people walking round Victorian London in posh clothing like it was no thing with the Doctor explaining it away as "history's a whitewash". Moffat later said this was bending history "in a progressive and useful way". I guess in future, media set in 1940s Germany should have the Jews skipping through the fields and dancing round the maypole with the Nazis.

Do people forget the absurdly low budgets of any BBC series?
There's actually been a lot of contention over the years about this point (though the term genderfluid has only come up in recent years in this regard.) Much of the confusion comes from deliberate alternate version stories (sort of like Marvel's "What If?" line of comics) wherein a "sex change regeneration" was actually considered a worse crime than stealing a tardis or killing someone. The punishment for a "sex change regeneration" in alternate universe material was given as being locked in their tardis forever with the only means of escape being to dematerialize the tardis to go somewhere/somewhen else, but doing so would make them a "Neverperson", meaning they never existed in the first place. I forget which alternate reality story it was exactly, but safe to say it wasn't anything in actual canon to the TV series. Unfortunately a lot of people latch onto this specific mention of sex/gender changes in regeneration as a definitive argument without checking to see which part of the source material it comes from. (Doctor Who is my autism. I have randomized knowledge of obscure series lore.)Oh and the Time Lords are genderfluid now.
